It is clear that some sort of international AIDS control regime exists. International expectations exist around appropriate treatments, the responsibility of governments to care for their HIV-positive citizens, and the need to implement a variety of AIDS prevention programs. It is also clear that the contributions of the dominant international actors sustain much of this regime’s activity. The Joint United Nations Program on HIV/AIDS, or UNAIDS, combines the efforts and resources of ten different international agencies, all of which are sponsored primarily by the 18 AIDS, South Africa, and the Politics of Knowledge most powerful states in the international system.

Therefore, if we are to accept a claim of scientific truth, we must be willing to trust that the methods and outcome of an experiment. “At any given moment, some knowledge must be taken on faith, if science is to proceed as a social institution” (Epstein 1996, 17; emphasis in the original). This trust necessarily runs two ways, for distrusting one particular truth claim requires trusting other truth claims (Shapin 1994). In essence, we (the general public) must place our faith in the process of science and those employing the scientific method.

More recent survey data indicate a strong and significant correlation between prioritizing HIV/AIDS policies and dissatisfaction with current government policies. Those who believe HIV/AIDS should be one of the government’s top priorities are more likely to evaluate the government’s AIDS policies negatively (Strand et al. 2005). Furthermore, a majority of voters believe that the government’s AIDS policies are inadequate.
