Ahmed and I had been traversing Tajikistan’s Pamir Mountains for a week in an old Russian jeep when we paused at a juncture in the road to look at our map. I gazed out at the desolation of an almost treeless mountainside—endless rock formations standing in stark contrast to a powder blue sky—whose heights concealed roaring rivers, fertile pastures, and in the lower areas, small orchards. The local people say that when God created the world, he gave everybody something they could use. But by the time Badakhshan’s turn came, almost everything had already been distributed, so God gave the Pamiri people rocks and stones.

First, I am grateful to those who made it possible for me to spend a year in Tajikistan collecting primary data. This research was made possible at various phases through fellowships and grants from the Harvard Center for Middle Eastern Studies, the Harvard Department of Anthropology, the Andrew W. S. S. Agency for International Development), the Harvard Forum for Central Asian Studies, and the Cora Du Bois Charitable Trust. , Geneva, Dushanbe, and Khorog. Funding for the transfer mechanism, at least in Central Asia, came less from the World Bank and more from the champion of a “reform” that looked a lot like the strictures of the Bamako Initiative, complete with a revolving drug fund. S. Agency for International Development was among the largest. This book is also a cultural history of the rise of the twentieth-century transnational institutions, public and private, that shaped and were shaped by neoliberal ideologies.
